## Initiative Klimabetrug Stoppen begrüßt angekündigte Rückabwicklung gefälschter UER-Nachweise

 

**Berlin, 12. September 2024: Bundesumweltministerin Steffi Lemke war gestern erneut zu einer Sondersitzung des Umweltausschusses im Deutschen Bundestag geladen, um zu den Betrugsaktivitäten rund um UER-Nachweise und falsch deklarierten Biokraftstoffen Stellung zu nehmen. Die Initiative Klimabetrug Stoppen kommentiert:  **

Als Initiative Klimabetrug Stoppen begrüßen wir die Entscheidung von Bundesumweltministerin Steffi Lemke, gefälschte Klimaschutzprojekte rückabzuwickeln. Es bleibt jedoch alarmierend, dass fast 75 % der UER-Projekte in China unter Verdacht stehen, Teil eines Schattenvertragssystems zu sein. Dies untergräbt das Vertrauen in die Klimaschutzregulierung und das Erreichen unserer Klimaziele massiv. 

Wir fordern seit Langem, dass auf Basis gefälschter UER-Projekte gewährte THG-Quoten aberkannt und die entstandenen Klimaschäden durch echte Klimaschutzmaßnahmen kompensiert werden. Es ist positiv herauszuheben, dass keine neuen UER-Zertifikate aus den verdächtigen Projekten in den Markt gelangt sind und somit weitere unberechtigte Emissionsminderungen verhindert wurden. Dennoch müssen die Verantwortlichen zur Rechenschaft gezogen und die Betrugsfälle konsequent aufgeklärt werden. Zudem muss die UER-Verordnung sicherstellen, dass die entgangenen THG-Minderungen nachgeholt werden. Ohne eine Klarstellung und entsprechende Sanktionen wäre dem Klima und dem Markt nicht geholfen.  

Es reicht nicht aus, das System nur zu stoppen. Wir brauchen eine umfassende Reform der Kontrolle, um sicherzustellen, dass solche Betrugsfälle in Zukunft nicht mehr möglich sind. Dazu gehört auch eine Verbesserung der Prüfqualität und eine Verlängerung der Prüffristen, wie wir es bereits gefordert haben.  

Nur durch konsequente Maßnahmen, die im Bereich falsch deklarierter Biokraftstoff-Importe leider nach wie vor ausstehen, können wir sicherstellen, dass Klimaschutzmaßnahmen tatsächlich zu realen Emissionsminderungen führen und das Vertrauen in staatliches Handeln wiederhergestellt wird.
