# Pressemitteilung der Verbände zur RED III-Umsetzung in Deutschland

## Klimaschutz im Leerlauf: Umsetzung der RED III droht zu spät zu kommen

 

**Berlin, 21.07.2025:**

Ein erneut breites Bündnis von Verbänden aus der Energie-, Verkehrs-, Logistik- und Kraftstoffwirtschaft zeigt sich besorgt über die späte nationale Umsetzung der novellierten Erneuerbare-Energien-Richtlinie (RED III) im Verkehrssektor. Nur wenn die Gesetzgebung noch 2025 abgeschlossen wird, besteht bereits 2026 Planungssicherheit für eine Verbesserung des Angebots klimafreundlicher Kraftstoffe und für Investitionen in Klimaneutralität. Klimaschutz im Verkehr braucht zeitnah zusätzliche Impulse.  
Ein Kabinettsbeschluss des vom BMUKN am 19.06.25 vorgelegten Entwurfs zur Änderung des Bundes-Immissionsschutzgesetzes (BImSchG) ist erst für Oktober 2025 geplant, die erste Lesung im Bundestag nicht vor dem 18. Dezember – buchstäblich in letzter Minute vor der Winterpause. Damit wird eine Verabschiedung des nun vorliegenden Entwurfs vor dem geplanten Inkrafttreten am 01.01.2026 unmöglich.

**Zeitverzug gefährdet Umsetzung und Investitionen**

„Wer Klimaschutz im Verkehr ernst nimmt, darf mit der RED III nicht bis Weihnachten warten“, so ein Sprecher der Verbände. Schon heute stockt der Markthochlauf klimafreundlicher Antriebstechnologien. Deshalb müssen Kabinettstermin und Beginn des parlamentarischen Verfahrens vorgezogen werden.  
Der Zeitplan verkennt die Dringlichkeit im Verkehrssektor. Folge: zentrale Maßnahmen zur THG-Minderung greifen im schlimmsten Fall 2027 oder treten rückwirkend in Kraft, mit Risiken für Planung und Investitionen. Das erfordert zwingend eine Verabschiedung noch in 2025. Der aktuelle Zeitplan steht zudem im klaren Widerspruch zum Koalitionsvertrag, der eine "zeitnahe Umsetzung" der RED III vorsieht. Die beteiligten Akteure stehen bereit. Sie brauchen jetzt die Zusicherung, dass die Bundesregierung ihre Klimaziele im Verkehr ernst nimmt und verlässliche Rahmenbedingungen schafft.

**Quotenhöhe unzureichend für 2045-Ziel**

Ein Bündnis aus 19 Verbänden und Verbraucherorganisationen hatte sich bereits im Vorjahr für eine Treibhausgasminderungsquote von 40 % bis 2030 ausgesprochen. Auch unter Berücksichtigung geplanter Änderungen, wie dem Wegfall der Doppelanrechnung für fortschrittliche Biokraftstoffe, bleibt der Entwurf mit 25 % deutlich hinter dem Notwendigen zurück.  
Die THG-Quote ist das zentrale marktwirtschaftliche Instrument zur Dekarbonisierung des Verkehrs. Sie ermöglicht eine haushaltneutrale Finanzierung erneuerbarer Energieträger und Infrastruktur. Um ihr Potenzial zu entfalten, braucht es ambitionierte Zielpfade.  
Die gemäß Referentenentwurf geplanten Quotenhöhen von 25 % bis 2030 und 53 % bis 2040 reichen für das Ziel der Klimaneutralität bis 2045 nicht aus. Von 53 % auf 100 % in nur 5 Jahren impliziert keinen realistischen Hochlauf.

 

Die Verbände fordern daher:

- Vorziehung des Gesetzgebungsverfahrens
- Verabschiedung des novellierten BImSchG noch 2025
- Verlässliche THG-Quotenpfade ab 2026 – kompatibel mit dem Ziel der Klimaneutralität 2045

Klimaschutz braucht Verbindlichkeit – und kein weiteres Abwarten.
